Problems with the date format

Hello,
I have my store running but I have trouble with the date?
In the confirmation emails and also on the store admin it give on the place where the date needs to be a message like "DATE_FORMAT_SHORT" I put photo for an example.
somebody have a clue how to solve this?

I have dutch language installed. seems to be that in the english language it is working.

Aloha When I read this, I set up a test shop with a vanilla shop and only the Dutch language package, see screen..is there anything relevant in your error log?
