Thanks for the pointer 14Steve14, it turned out to be a server setting which my host has corrected:
"It was allow_url_fopen being disabled on the new server that caused the issue."
It looks as thought burt was on to it, many thanks for the help.

Paypal with personal account
Migrating from OSc 2.3.4, very impressed with Phoenix but stumped when setting up Paypal.
In my OSc site I used my personal account, I didn't need to be a PayPal Business Account holder. Am I right in thinking that Phoenix now makes the Business Account unavoidable?
