Postcode Shipping Module

Many thanks to burt for this Home Delivery/Postcode Delivery shipping module.
Burt asked us to share it with PRO VIP members so after a lot of testing we now have it on a live shop and so far it is working well.
Tested on 1.0.7.12 (might also work on earlier versions) and 1.0.8.15. Also tested on PHP 7.1 and PHP 8.0.

Postcodes (in fact, just the first part e.g. AA99) are assigned to zones in the module configuration so the module will only display as an option if the customer's postcode is defined in one of the zones.
A table rate of charges by weight and a handling charge can also be assigned to each zone.
It could be used as an additional module, for example, to restrict the option of local deliveries or customer collection to specific postcodes.
In our use case, we are using it for Parcelforce deliveries where delivery charges are different for each of their defined delivery zones.
Assigning every postcode in UK to the appropriate delivery zone was not a quick job!
To save anyone else using the module for the same purpose the time, we have included that work in the README.
Note:
The number of zones required is configured in the module file (1 zone by default) so change the number there.
The module file is coded to only show for GB customers so change that there if required.
