I'm not sure if I've missed something, but admin/configeration/bootstrap_setup has an option to change the colours using menu pick 'Bootswatch Selection'.
I've cleared the cache, but whichever colour-set I select no change is made. Does this option acually work or does it need additional files ?

It would be an addon, it's not Core.

It might be the custom template (i.e. the one that is not Gustavo). Note that it would have to have the custom template selected for it to function.
