Note to Bert, you mentioned that Phoenix should be in Softaculous, I agree. There are many other scripts that are listed on Softaculous website but not included in my hosting account. Here is what my host had to say about it. Sounds like a dodge to me, curious as to what you may think.
"Please note that I am unsure, but this is management terminology, which is not included in Softaculous. It may be added to Softaculous in the future."

Well, after going back and forth with my server tech, they enabled Phoenix in Softaculous. Installation successful!
Still do not know why the manual install did not work, but no need now.
