Is there any mod, whereby I can enable function feedbacks about my shops (not about products on product card) to my registered clients (or/and guests too)?

There is not one currently available but you could contact one of the Certified Developers to make one for your needs

I have the Testimonials Manager which does a lot more, but is not yet optimized for actual Phoenix Versions:

Isn't this what the testimonials area in the admin is meant to be used for? Testimonials are about the store and the service received and the reviews is about the products and shows on the product pages.

Sure it can be used for that but currently logged in customers cannot submit a testimonial on the site which I think is what the OP wanted although that is possible with the addon by @raiwa
