Note: as far as I know, that kind of advice is just voodoo. Twenty years ago, search engines had trouble with dynamic URLs. But then they fixed that.
It's possible that there may be other reasons to use static URLs. Long tail searches may fall back on keyword analysis. That's why Amazon uses amazon.com/keywords-here/dp/ID URLs. But if your space is at all competitive, then it's going to be more about effectiveness (as measured by Google Analytics) and to a lesser extent about inbound links. Keyword analysis is a distant third. If you want a high search rank then, you should
1. Make your pages valuable to searchers, so they click through to them.
2. Encourage sites to link to your pages, by having valuable information to which they want to link.
3. Make your keywords relevant to what people want, so if there are no sites (including yours) with a proven track record or inbound links, they can fall back on keywords. Which then prove your track record.
When I started this journey the seo score for the store was 40% and now with help and a few changes it is now sitting at 80% and trying to push it higher (a little bit ocd kicking in lol)
