I don't know what adv_specials is.
I'd probably remove that as a first step and do some testing.

Put simple:
something is turning on/off specials.

That something is either a person (you) or an addon

If it was me, until the underlying issue is discovered, I'd delete those historical Specials. If they are not active, delete them.

I seem to remember ages ago I had something similar with an older version of Advanced Specials on my early Phoenix site. In the end I deleted all the specials from within the database and then added them all back in again. Seemed to work and has never happened again.

I believe that there is a latest version of the advanced specials addon here that you could try.app.php/addons/paid_addon/advanced_specials
