Its definitiv my Laragon installation. A simple email send testscript also stucks. Sorry to bother.
UPDATE:
I got it working commenting out "sendmail_path". Installed MailHog to catch Emails and all works fine.
Just to let you know if someone else has difficulties to get it work in Laragon.
Maybe someone could move these posts into a new thread, as they are unrelated to Phoenix 1.1.03.

--it stays on create account instead to forward to create account success--
same problem, but fixed
working on setup and around, changing languages and by test it stops at create_account.
in my case log told me gdprData.php needed. by the way the languages file come without privacy and other info Pages title and text in db. this is needed for going on to success.
