Update instructions (from 1.0.8.12): https://github.com/CE-PhoenixCart/Updat ... /README.md
Update zip: https://github.com/CE-PhoenixCart/Updat ... update.zip
Release: https://github.com/CE-PhoenixCart/Phoen ... /v1.0.8.13

This is the 1.0.8.13 release, in the 1.0.8.* series. The purpose of this update is to remove files from core and shift them to being add-ons. As such, if you have an existing install (presumably true of most people reading this), you could simply skip this update with no consequences. If you skip the optional deletions, the only change in this release is the version number.

thx for the update ;)

One question: will their be a paypal addon (soon)?
Otherwise I can not delete the paypal module, as it says in the readme for the update at github.
I am a little confused.

Deleting is optional. If you are using it, don't delete it.
Paypal will no longer be part of core.

Has a developer stepped up yet to update the module when it needs doing, or will it now never be updated and get forgotten.

I cannot even imagine that it would be forgotten.
Currently, all the modules that have removed from core in 1.0.8.13 will be available and supported in Phoenix Cart PRO Version
Considering that core developers already have enough to do, it would be better that control of the payment modules be taken on by a certified developer and that is what I imagine will eventually happen.
Of course, if a store-owner is dependent upon a module, they can employ a certified developer to update it, as with any module.
