This is for a new install. I cannot get past the database connection page. On the first page of the install, everything is green and working. When I setup my database and try to connect, I get this: There was a problem connecting to the database server. The following error had occured: 5.6.41-84.1 Please verify the connection parameters and try again.
I have set this up before for another client, and it is working great. Same host company (hostgator) also.

I am not sure if this helps, but when I try the auto install from Cpanel, I get this now...

the Requirements for MySQL is
- Minimum 5.7.7
- Maximum (tested)8.0

I am asking hostgator to update mysql now. I really tried searching for a way to do it myself, looks like they block my access to this.

Well, they are telling me that since I have a host reseller account that I can only have 5.6 mysql and need to upgrade my plan.

You might check to see if that is also true of MariaDB. Sometimes hosts support a newer version of MariaDB (minimum of 10.2.2) than of MySQL. Alternately, you might check the certified hosts to see if they have a competitively priced compatible plan.
