Hi,
Can I do an immediate cumulative update from 1.0.8.16 to 1.0.8.19? Or do I have to a gradual step up update to 1.0.8.19 (16 to 17 to 18 etc?)

Step by step, one version update at a time.

I am assuming the right order for the update is to import the .sql database first and then update the files?

No assumptions are necessary.
Follow the update instructions which are linked in each update topic e.g.

Since this is the first time updating, just want to make sure
"REQUIRED SQL:
https://github.com/CE-PhoenixCart/Updat ... update.sql"

means import database first.
