Hope the subject makes sense, even if a module is set to false
IE Enable Image Disclaimer Module False
There is still a green tick in the enabled column
Is this a known bug or is my fresh install broke?
This also does not work for me.
I click on Define Languages which displays everything but if I click i.e. english.php nothing happens

This does appear to be a bug. Thanks for reporting it.
I can confirm that in v1.0.8.20, this works as intended. The english.php file appears in a "ready to edit" format, as so;This also does not work for me.

There is no way to tell why yours does not work, possibly you do not have correct permissions (needs to be 777 if memory serves, this is a setting you can change via your hosting control panel, do it on the main english.php file to test it) on these files ? Permission on the english.php was 0644 I changed it to 777 and no difference.
Just clicking on it does nothing

The other way to change languages is to download the file, change it, and then upload it (in effect you are overwriting the unchanged file with the changed file).
