In the control panel I open english/modules/content/footer/cm_footer_text.php in Define Language.
But after changing the text and tried to save a got this message
403 Forbidden
Sorry, locked.
The server will not let you view /phoenix/admin/define_language.php?lngdir=english&filename=english%2Fmodules%2Fcontent%2Ffooter%2Fcm_footer_text.php&action=save for security reasons.
Please contact the domain owner below if you feel you have gotten this page in error.

This means you should contact your host to try to get them to see why their server will not allow it.
