Issues with Order total shiping module

Nomatter how i try I can't manage to get the "Allow free shipping" to trigger when the order reaches over the set amount.
I've tried different priorities of ot and shipping modules and setting ot_shipping to national, international and both.
Is there anyting I'm missing here?
Running 1.0.8.20 Pro using flat and table shipping modules.

Maybe interference from an addon ?

I have just tested and get this (I set OT free shipping at $10).

The only addons I'm using exept stock 1.0.8.20 PRO is sitewide tinymce, Brockley Johns Stripe module, addRecaptcha and addMaths.

Just tried with all of theese turned off and still get a shipping cost.
The image is with ot set to free shiping over 10 just as in your example and with a product cost of 6700 in the cart.

I will keep trying to find why it isn't working then since it's working for you.

Thank you @burt, I've solved the problem.
Turns out that it was really simple and all I had to do was to remove and reinstall the ot_shipping module...Dooh
Sometimes you start troubleshooting in the wrong end of things.
I've had my modules installed for about 3 years now and something has most likely changed during all updates on the DB side
