I have installed CE Phoenix Version 1.1.0.3
but at /admin/configuration.php?gID=12
it shows 403 Forbidden
Access to this resource on the server is denied!
Administrators ok.
Bootstrap Setup denied
Download denied
E-Mail Options denied
GZip Compression denied
Images denied
Logging denied
Maximum Values denied
My Store denied
Product Listing denied
Sessions denied
Shipping/Packaging denied
Stock denied
Store Logo ok

Probably the file
configuration.php
in your admin folder is missing or corrupt or has the wrong permissions.

Check the permissions on the file; they should be 644
If they are, copy it in again.

Sometimes people change the permissions on this file by mistake, when they were trying to make the installation more secure and should have changed the permissions on
includes/configure.php
[admin]/includes/configure.php
