I'm on ver 1.1.0.5 but I have the same error across previous versions that when I create a new information page and click on publish it does not appear either in the footer block or if I enable, it also doesn't appear in the side block, yet the new pages does show up in the sql databse, so what am I doing wrong that it does not display in the footer?

Nothing. New info page do not show up unless you amend the part where you want it to show up.
