Shipping modules not working for other countries

Greetings again.

Phoenix 1.0.8.0 @ PHP 7.1, 7.4

On a live shop faced a problem with the core Zones shipping module: It does work perfectly for the shop country location but does not show for costumer selection for foreign countries. Worse than that, it allows the costumer to proceed with the order until its final confirmation.

This problem is transversal to all other shipping modules including the flat module. They simply does not show for customer selection.

Any sugestion would be appreciated.

have you set your store county and zone in the admin > Configuration > my store>
Have you edited the zones moudule to allow more then one zone, and then set all the different zone country codes and prices.

Yes, the settings in "my store" were the first thing i setup.

yes, i edited the Zones module.

have been over this for the last days and honestly i ran out of "possible causes", thus i asked here for any sugestion

What setting do you have in the shipping/packaging page in the Admin back end. try changing the 'Allow Orders Not Matching Defined Shipping Zones' to false if it is set to true.

Enter the Maximum Package Weight you will ship : 50
Package Tare weight. : 0
Larger packages - percentage increase. : 0
Allow Orders Not Matching Defined Shipping Zones : false

Already tried several changes with these settings all leading to the same: its faulty. Already noticed that theres more people with the same problem.

Shipping modules only appear to the shop set country. Quite lost here.

I think this will be linked to your other post about countries and zones. Fix that, the shipping will work.

Yes, The shop is properly configured. I have no idea what can be causing the issue.
