Wholesale Lite

New build, using 1.0.9.8 and Wholesale Lite 4.7.9. php 8.3.14

Everything works well, but the store will not charge sales tax on Retail customers unless I change 'Tax Exempt Wholesalers' to 'false'. It seems that the tax variable is being treated as a global rather than applying to one group or another.

I suppose you tested this changing your test customer from wholesale back to retailer and you didn't log out an in again.
The wholesaler session variable is set on login. So you have to logout and login again to get the change registered.
You can control it looking at the wholesale header message or looking at the prices which should have still the WS prefix showing.
