This system allows the Shopowner to charge extra for shipping Hazardous items. Of course this system does not have to be used for Hazardous products, it could be used for awkward or bulky items instead, or wet and dry items, or for shipping live products etc.

Let's say that you are using it for Hazardous Items;

The extra fee can be per hazardous item or per order, or both. The system is very easy to use. In effect;

1. Add hazmat fee on a per product basis in the product adding/editing screen (can be zero).
2. Add hazmat fee per product in the order_total module (can be zero)
3. Add handling fee in the order_total module (can be zero)

At checkout, ordered products are inspected and if any are hazardous, fees in #1, #2 and #3 apply.

As there are ZERO core code changes, it is a very simple "upload files" addon, and therefore should not be affected by future changes in Phoenix.
