Flate Rate - Shipping Zone not working

This is a fresh install of Phoenix not live yet. I want to limit shipping to Australia. In config Shipping/Packaging I have selected Allow Orders Not Matching Defined Shipping Zones to False
But the issue is if I change the shipping the zone to for flat rate to World Wide or Australia I get

But if I set it to --none-- it works as expected

*** also just found out the same issue with the payment module Cash on Delivery

Any suggestion on getting this to work correctly

What locations have you included for your "world wide" zone and your "australia" zone.

I just tested and it seems to work as intended;

1. Zone: England Shipping. Countries in this Zone: UK

2. Allow Orders Not Matching Defined Shipping Zones to False

3. Set Flat Rate Shiping Zone to "England".

Customers that are not UK, get a select another address (as you show above). UK customers can see/select Flat Rate module shipping.

Thank you, I have been clicking on edit in Tax Zones not the Details button that has resolved my issue
