New admin page always going to login page

When trying to create a new admin page whenever I include

require 'includes/application_top.php';
require 'includes/template_top.php';

the page always loops back to the admin login page and when I login in it takes me to index page

Any ideas why it would do that as I can not see why it would do that

You don't gave the admin levels addon do you?

No I am not running any admin mods that would affect it.

Losing the session?

Normal debugging applies. Simplify until it works. Then undo the last step. If it doesn't work then, simplify everything else but that until it either works or that is the only remaining line.
