I don't have an answer but I guess, if you're wanting to add any charge in checkout on a per Country basis that Table Rate shipping is a good starting point.
It can be applied to set Zones and has an option to add a charge.

We are in the UK and VAT registered. We don't apply VAT to any of our international orders. We created a rest of the world zone and set that to a zero tax rate. We leave it up to the receiving country and the customer to pay any taxes due when the orders arrives in the countries customs. We also have a message on the international shipping page we created saying about import taxes and dues, and added a section in our T&Cs.

If we were to charge the VAT due, I believe the rate needs setting at the rate for the product in the buyers country, but I could be wrong. That would mean setting up a tax zone for every country with the correct rate set for the product the buyer requires. If you could find all the different tax rates you may not have to create so many but it may depend on what products you sell. How you would set up more than one tax rate per product I have no idea if it is even possible.

That is why we decided not to charge tax on international sales.

You would need to see what is allowed in your country, and just how complicated they make things.

yes i know but is a fix rate for country, but in some place you need pay vat, more a percent over a price for importing tax;

in some country if the sale price is over at price fixed for importing.

Sorry, I find that too difficult to understand.
It might be that your use scenario is too complicated for me to answer.
If you have found an Addon that does similar for UK, then it might be best to message the author of the Addon.

The same as in the post viewtopic.php?p=14482#p14482
In the case of export/international sales, Import Duty is usually paid in the country/zone where goods are delivered, it is not usually paid to the seller.
Sales Tax is also usually paid in the country/zone where goods are delivered, it is not usually paid to the seller.
Of course, this is dependent on the tax law in your country/region and how your business is registered for tax.

Create a Tax Zone to include geographical areas (Country/Zone) where you will charge tax.
Geographical areas that are not included in a Tax Zone will not have tax charged.
So, for example, if you had only one Tax Zone for Italy/All Zones, tax will be charged to all orders delivered to Zones (that is, States or Provinces) in Italy.
Tax will not be charged for orders delivered to any other country.
There is no requirement to create "a rest of the world zone".

Yes, but for example is possible arrange a shipment where the seller give this service to the customer, UPS or Fedex pay the Customs Duty, the seller pay UPS or Fedex, the customer pay in one time all service with the good.
