It sounds as if you are saying that you want your site to show the sale price including taxes based on the country that the order will be shipped to. This would allow the customer to pay you the taxes and you then send the taxes to the relevant countries tax offices. This is where we decided not to bother as the work and admin involved far out weight the return.
Not exactly, for example in EU i can send goods without duty problems; so can show price with italian VAT for all EU countries; this way I can show the full price immediately; i can set for each EU country the same Italian VAT .
On the product page could be present price without vat, vat, and total .
The vat standard could be setted simply by country of the shop

You would need to find the tax rate of every product you sell in every country you wish to sell that product to. No easy task unless you only have a few products. Create a tax rate for each of the rates, then add the countries that use that tax rate for a particular product to the tax rate. You would then need to add all these tax rates to individual products, which I don't think the current core code will allow, so will need changing and possibly large alterations. You will then need to force the customer to create an account, or login, before showing any prices, otherwise they will only see the default pricing.
Yes, if the company wants to take the time to fill out the tax table, I believe they should be able to.

Like I said in my last post we looked into this and it is far too complicated for the thousands of products that we sell. You also need to register for taxes in all the countries that you sell to and will have to send in tax returns to each of these countries monthly.
Again a lot of work. In the UK there is a system where you sent the tax forms to our VAT office and they distribute the money on your behalf but the registration is not easy. Your country may offer a OSS (One Stop Shop) scheme, so your countries tax offices will be the best to contact and to find out how the system works and what you need to do. I dare say the answer will be available online from one of the search engines.

Implementing this will not be cheap, or easy, and will be costly to administrate, which is why we didn't bother. Leave it to the likes or eBay, Amazon and other large selling platforms to do that sort of thing and you concentrate on running your business.
