Can Phoenix Cart do this?!

Hello, everyone. I have setup/used OS Commerce and Phoenix Cart in the past, but it has been a while. One client needs the following functionality and I was wondering if all this is possible?

Pre-assign User Credentials
Grant access permissions to specific categories of products
Set product limits (X amount per X days)
Assign Budgets according to item or item type.
Ability to integrate and push orders to a third party WMS.

Possible, but I don't remember if I have seen anyone do it.

Possible, I think I've seen that as well somewhere.

I don't quite understand what this means?

PhoenixCart side is possible, I'm almost certain.

PhoenixCart is very flexible, so most things are possible.
For some things, add-ons already exists and can be found here.
Other things you can either make by yourself or ask a Certified Developer for a quote on.
