1.1.0.0 is a large update which completely removes Bootstrap 4 in favour of Bootstrap 5.
Notice that we have moved off the 1.0.x.x series and are on the 1.1.x.x series. At last!
New functionality - Product Queries
Product Listing has been uprated for better extensibility and flexibility.
Removed functionality - jQuery, jQueryUI
Bootstrap 5 has no need for jQuery. Phoenix now had no need for jQuery.
This may break addons that rely on jQuery, but updating addons is an easy task that anyone in the community can perform by doing it themselves then sharing, or by getting it done then sharing.

Removal of Bootstrap 4
BS4 has been EOL (End of Life) for a very long time. Phoenix has been slightly behind the curve on this hence the introduction of the BS5 theme some versions ago, that was intended for the community to play with and test and get used to BS5.
Bootstrap 5 as `default`
BS5 is now our preferred and `default` theme. The creators of Bootstrap took the opportunity to make BS5 far more flexible by introducing different CSS selectors and HTML in their library. They also removed the reliance on jQuery.
What this means for Phoenix users from 1.1.0.0 onwards
You will be on Bootstrap 5.
Your shop will not have jQuery.
Your shop will look better, be more accessible and crucially...will be much faster than those shops on BS4.

Updating from 1.0.9.10 to 1.1.0.0 is relatively simple. It is simply a case of uploading a lot of files, deleting 3 files and running 2 lines of SQL. It's a larger update than normal, but is simpler than normal to achieve.
PRE STEP. REQUIRED
Make a backup copy of your current Phoenix (as it stands) and current Database (as it stands)
Then, if you are certain you wish to move to 1.1.0.0;
1. REQUIRED
Run this SQL to update the necessary parts of the 1.0.9.10 Database to 1.1.0.0 Spec
2. REQUIRED
Upload these files.
Note that your /admin/ folder is hopefully not called "admin".
Note that the new Phoenix logo is not included in this Zip so as not to overwrite your actual logo.
You can find the new logo here should you need it.
3a. REQUIRED
Delete File(s).
- includes/hooks/admin/catalog/jQueryUI.php
- includes/hooks/admin/siteWide/jQuery.php
- templates/default/includes/hooks/shop/siteWide/jQuery.php
3b. REQUIRED
Delete Folder(s) (and all contents contained inside).

Upload these files.
Note that your /admin/ folder is hopefully not called "admin".
Note that the new Phoenix logo is not included in this Zip so as not to overwrite your actual logo.
You can find the new logo here should you need it.

Delete File(s).
- includes/hooks/admin/catalog/jQueryUI.php
- includes/hooks/admin/siteWide/jQuery.php
- templates/default/includes/hooks/shop/siteWide/jQuery.php

Delete Folder(s) (and all contents contained inside).

Visit Security Checks page in Admin and solve any issues

Security checks shows:
Some database tables need to be converted to four-byte UTF-8 (utf8mb4_unicode_ci). Please review the tables under Tools → Database Tables.
But all tables show: utf8mb4_general_ci
Once I run in database tables "convert to UTF8", the message doesn't show any more.

That's just how it works. It check for utf8mb4_unicode_ci. If the tables don't match that, it prompts you to change to utf8mb4_unicode_ci.
I.e. you're saying that utf8mb4_general_ci should be good enough (and perhaps it is). It insists on utf8mb4_unicode_ci.

Thanks, I didn't see the difference. I was just fixed on "utf8mb4".
Maybe in the dropdown on the database tables page it could say explicit "Convert to utf8mb4_unicode_ci" instead of just "Convert to UTF8".

If you mean something like:
/templates/override/includes/languages/english/modules/content/footer/cm_footer_text.php
then yes, nothing should have changed with that.
