There is now! - app.php/addons/free_addon/ce_phoenix_upgrader_utility/
Just ran this on a 1.0.5.0 test shop that we still had on our server. It is an old mirror of one of our live shops, not a clean install. I thought the instructions/alerts/warnings that are shown in the process were well thought out. It was easy to see what potentially would go wrong at each update. It was a quick process too, it was quicker to upgrade from 1.0.5.0 to 1.0.8.0 than to download/upload the addon.
Obviously, before upgrading, make sure there are updates available for any addons that are on the shop that might be broken by the upgrades.
