Zone check on shipping options

Since the installation of 1.0.7.9 I cannot get the following to work properly:

In the shipping modules Flat-rate and per-item I can set zones so these modules should only work when the geo-zone is correct.

But all shipping options show for all customers, even if a different zone is set.

@raiwa These modules were written by you if I remember correct.
Is there no check for geo-zones in checkout-shipping?

(It worked well in my Frozen shop by the way)

These are and were always core modules. I never published anything based on them. The only shipping module I am maintaining is store pickup. I would say this is something with 1.0.8.x core or with your zones setup.
