From Phoenix Cart User Guide

From admin go to 
Tools → Send Email to see this:
- A simple tool to send email to customers.
- Select a customer from the Customer: drop down menu.
- The email address defined in Configuration → My Store is prest in the From: input box but can be changed if required.
- Enter a Subject:
- Enter a Message:
- Click Preview
- Click Send Email
